RULES
. 1. ELIGIBILITY The Tournament will be THE 2010 CAPE BOAT INTERPROVINCIAL TOURNAMENT and participants will consist of three team members who have been selected on merit by their respective Provincial Associations all of whom shall be members of the South African Deep Sea Angling Association. Provincial Associations may however, field more than one team provided the additional teams also meet all the criteria as stated above
2. ENTRY FEE AND REGISTRATION
2.1 Entry fees of R 5 500.00 per team must be in the hands of the Organisers on Registration. This fee includes the cost of breakfasts, lunch boxes evening
meals
and all Official functions. N.B. Boat fuel and oil are for the Teams own account the total cost of which will be tallied for all participating Teams over the tournament and then divided equally between the participating Teams. Each Team, at registration, will lodge a deposit of R 9 000.00 towards these costs and any surplus/shortfall of monies will be refunded/paid equally to/by all Teams after the last day of the Tournament.
2.2. Official Registration must be completed with the Registration Officer Derek Muller who will be on duty at the Cape Boat and Ski-Boat Club, on Sunday, 23rd OCTOBER 2011
3. BRIEFING AND BOAT DRAW
3.1 Briefing and Boat draw will take place at the Cape Boat and Ski-Boat Club on Sunday, 23rd October 2011 at 19H00 for 19H30.
3.2 There will be no discussion and/or deviation from any of the Rules
3.3 Attendance of all competitors is compulsory.
3.4 All participants will be correctly dressed in their step out uniforms
consisting of ties, blazers etc.
4. BOATS AND SKIPPERS
4.1 Boats and Skippers will be provided by the Organisers and no other boats will be permitted in the Tournament. It is the intent of the Committee to obtain the best boats and skippers. Only boats deemed suitable by the Committee will be accepted.
4.2 Each boat will carry only one Skipper together with one angling Team. No guests are permitted on any Tournament boats.
The Skipper of the boat will be bound by IGFA Rules except that he may not assist the Competitors in the making up of terminal tackle or the rigging of baits whilst at sea. He may assist with the Gaffing of fish, but only when expressly requested to do so by the Captain of the Team.
5. TACKLE AND EQUIPMENT
All tackle and gaffs shall conform to IGFA Rules as it applies to the nominated line class as stated in rule 5.1 below
5.1 “Addendum to Tournament Rules – Fishing Line” This year’s competition will be fished with 10kg Pre-approved lines. The following rules apply:
All anglers to use only the fishing lines on the pre-approved list(exactly as type/brand stated below) All anglers are to stipulate their choice of line brand on the weigh sheet. Random test may take place and anglers are reminded that the responsibility for ensuring adherence to the line class of 10kg still lies with them. All line tests will take place on a “dry” basis. ·If an angler/team is found using a non-approved line he/they will be disqualified from the tournament.The Tournament Committee may add additional brands to the approved list provided they are satisfied as to the suitability of the product and have informed all participating teams prior to commencement of the tournament PRE-APPROVED LIST OF 10 kg class LINES ALLOWED: PLATYPUS – Pre test premium. Ande—Tournament monofiliment. SUFFIX—Keyline IGFA. MOI MOI IGFA rated. DOUBLEX- IGFA rated. STREN—IGFA tournament line. BERKLEY - Trilene Big Game IGFA. CORTLAND - IGFA Dacron line ( used for backing)
5.2 Heavier breaking strain line than the nominated line class as stated in Rule 5.1 above is permitted on the boat for the exclusive purpose of towing teasers or for utilization for leaders and traces.
5.3 A maximum of four rods per angler are allowed with no more than two (2) lines per angler in the water at any one time.
6. SCORING
6.1 Boat Skippers will at all time act as referee and will report any transgression in the rules to the organizers.
6.2 Points scoring for fish brought to the scales will be based on the SADSAA Point Scoring System applicable to the 10kg line class.
6.3 The Team with the highest number of points will be the winner.
6.4 Weighing will be to the nearest completed gram.
6.5 In the event of a tie the Team/Angler with the lesser number of individual qualifying fish will receive one (1) additional point.
6.6 The results of the Tournament will be decided over the actual number of days fished
6.7 Skippers positions over the Tournament will be calculated by using the SADSAA point scoring system.
6.8 When a standby boat which was not in the boat draw is activated to replace a tournament boat for whatever reason, it shall score position points from the day it is activated only.
7. TOURNAMENT WEATHER COMITTEE
7.1 There will be separate weather committee consisting of:
The WP Tournaments officer or his Nominee, the Tournament Director the CBSBC Radio and Safety Officer, an elected Team Captain and an elected Skipper.
8. MIMIMUM SIZES AND LEGAL BAG LIMITS
8.1 Minimum sizes for all the tuna species shall not be less than 10kg.
8.2 No Angler shall land more than 10 fish per day
9. BAIT
9.1 Only bait caught in the competition or bait supplied and/or sold by the organizers may be used. Teams and/or Skippers may not supply their own bait. BAIT MAY BE CARRIED OVER FOR USE THE FOLLOWING DAY.STORAGE WILL BE PROVIDED.
10. FISHING TIMES
10.1 Fishing will commence on Monday the 24th October 2011 and the Tournament will continue to be fished until Saturday 29th October or until 4 days have been fished ,weather permitting.
10.1.1 Each day launching of Tournament boats shall commence from the Cape Boat and Ski-Boat Club and at Simon’s Town
All boats will congregate immediately behind the Boat Rock on Day one for the Blessing of the Fleet at 07h00, thereafter they will commence to the fishing grounds. Launching will commence on each subsequent day of the competition and can depart from ‘Boat Rock’ in front of the clubhouse at 06h30
10.1.2 “LINES UP” time each day will be 15H00 except for Saturday, the 29th October 2011 which shall be 14H00.
10.1.3 The radio officer will call lines up daily. Any fish still being fought which were hooked prior to the call-up must be reported immediately to the radio officer and/or as soon as the skipper is able to make the call All Skippers must conform to this call and they must specify the number of fish on board at this time.
10.1.4 One (1) hour EXTRA TIME will be allowed to fight the fish from the time of the lines up call, this call may be taken by the “control Boat of the Day, Scarborough Radio or the Radio and Safety Officer” NO EXTRA TIME WILL BE GRANTED ON THE LAST DAY OF THE TOURNAMENT.
10.1.5 In the event of a weather decision being made, ten (10) minutes will be allowed to boat the fish or the line must be cut off.
11. WEIGH-IN AND JUDGING
11.1 The Official scales will be maintained each day from 15H00 at the weigh
Station situated on the premises of CAPE BOAT AND SKI-BOAT CLUB when weighing shall commence from 15H00 and all fish must be weighed on these scales as soon as practicable after the fish are put ashore.
11.2 All fish submitted for official weighing shall be weighed and judged only by the published Official Weigh master and the fish may have its stomach contents examined for whatever purposes.
11.3 The Organizers shall fill in each Teams catch on a Catch Record Form
Furnished. This form must be signed by the Team Captain, Skipper and Weigh master at the weigh-in.
11.4 The angler shall be required to exhibit the bait (lures), rod, reel and any relevant tackle with which the fish was caught, to the Weigh master, if the Weigh master if he deems it necessary. Line samples may be taken and checked for breaking strength and leader lengths at any time
11.5 Any PROTEST, concerning the validity of any catch shall be filed in
writing by the protesting team and addressed to the adjudicating Committee and delivered to the Tournament Chairman within one hour, of the close of the scales.
11.5.1 The decision of the majority of the Adjudicating Committee is final.
11.5.2 If the objection is upheld, the protest fee will be returned; if set aside, then the protest fee will be retained by the Organizers.
11.6 All Fish, on being weighed, will be marked by the Weigh master should he deem it necessary.
11.7 All fish caught in this tournament will become the property of Cape Boat and Ski-Boat Club.
12. RIZE GIVING FUNCTION
12.1 The prize-giving Banquet will be held at the Clubhouse of CAPE BOAT AND SKI-BOAT CLUB on Saturday, the 29TH OCTOBER 2011 at 19H00.
12.2 Attendance of all competitors is compulsory.
12.3 All participants will be correctly dressed in their step out uniforms
consisting of ties, blazers etc.
13. GENERAL COMMUNICATIONS
13.1 All radio communications between tournament boats and between the Organizers and tournament boats will be initiated by a call-up on VHF Marine Channel 71 only, unless otherwise Instructed by the Organisers.
13.2 Cellular telephone communications, wherein any matter related to the Tournament is discussed, is strictly prohibited. Trunking Radios are strictly prohibited.
14 SKIPPERS
14.1 Skippers will adhere to Rules, radio reporting times and procedures as laid down by the Organisers.
14.2 No strong alcoholic beverages shall be consumed or be allowed on the Tournament boats during the Tournament whilst at sea.
15. INDEMNITY
15.1 All anglers will, prior to commencement of the Tournament, sign an Indemnity Form, which indemnifies the host Province, SADSAA, the Sponsors and any Personnel involved in the Tournament or the organization thereof. In the case of minors, the Indemnity Form will be signed by the Parents or Legal Guardian.
